the safeguards necessary to secure the Registrar's approval, but in practice it would be extremely difficult to ensure that those safeguards were observed. This is a matter on which I may require to revise my opinion at a later date.

I am in full agreement with the recommendations of the Labour Advisory Committee on the subject of collective bargaining and wage-fixing, but there are certain difficulties in the way of early implementation of these policies in Hong Kong. This is too big a matter to be dealt with cursorily in this despatch, but I shall be addressing you on these points at greater length when I submit my comments on Mr. Houghton's recommendations.

I enclose for your information a copy of some comments by the Commissioner of Labour on the Labour Advisory Committee's memorandum. These contain one or two further minor variations of the Labour Advisory Committee's recommendations which I have not thought worth special. mention in this despatch.
